First alpha release of CV SDK

Tested APIs include those used by the following examples from the acap-application-examples repository: object-detector-cpp, object-detector-python, opencl-fft and opencv-image-capture.

Known issues include OpenCV outputting debug information/warnings upon frame capture and the object-detector-cpp example outputting garbled strings.

Note: this release only concerns the armv7hf version; the aarch64 version is not yet updated to the same level nor tested
