Kudu services unavailable

Hope this is the right place to submit this issue.

Since yesterday all my Linux application deployments started to fail. I looked at debug output in webapps-deploy action and I noticed Kudu Services are unavailable. When I tried to access Log Streams, Advanced Tools, SSH, or Deployment Center in my AppService, they were unavailable.

When I access https://myapp.scm.azurewebsites.net/ it returns 503 Service Unavailable. I even tried to spinup a new "hello-world" Linux app to see, if that would work but got the same result. I'm running my applications on B1 (and F1) App Service Plan tiers.

I don't know where else to look. I also submit an issue here Azure/webapps-deploy#95 but I don't think that's the root cause.
