Add Rest API and documentation

Minimal steps to reproduce

A REST API can be created with Azure API Management for the non admin Azure Web App. However, minimal documentation is provided in order to get rid of the current React frontend and use another "UX solution" by using the API, based on app.route defined at /code/app/app.py.

Any log messages given by the failure

Expected/desired behavior

The objective is to use another Web App "UX" provider that would make API calls to Azure Web App "Server" / Orchestrator, similarly to the following example: https://learn.microsoft.com/en-us/azure/ai-services/openai/references/on-your-data?tabs=python

OS and Version?

Windows 7, 8 or 10. Linux (which distribution). macOS (Yosemite? El Capitan? Sierra?)
