Adjusting references to point to IaC accelerators

Overview/Summary

Cleanup ALZ-Bicep repository references.

This PR fixes/adds/changes/removes

1. Removed ALZ-Bicep repository link from reference implementation list for clarity. This section is specific to ARM templates and the Enterprise-Scale reference architectures. There is a section within the FAQ dedicated to the implementation options.
2. Cleaned up link for ALZ Bicep/Terraform implementation displays for links
