Description

Update version of external actions in platform pipelines

• .Platform: Broken Links Check: new version leverages output env files to fix deprecated set-output warning.
• .Platform: Assign Pull Request to Author: new version updates action to use Node.js 16 and gets rid of deprecated Node.js 12 warning.
