chore: inject log analytics workspace key into test env config

Reason for Change:
The container monitoring job was failing as a result of transitioning our test infrastructure. This change fixes the job and will allow us to add the job back to the standard set of test configurations.

Issue Fixed:

fixes #1566

Requirements:

• tested upgrade from previous version
