Customer's ARM is larger than 4MB, could we support linked template deployment for big arm template?

I believe Linked templates are supported.

Can verify this in the documentation:

template: Required Specify the path or URL to the Azure Resource Manager template.

parameters: Specify the path or URL to the Azure Resource Manager deployment parameter values file (local / remote) and/or specify local overrides.

I do have this working; however, do have issues attaching a parameter file w/ a SAS token as the '=' in the parameter string I believe is forcing some issues. I have opened an issue for this: #133
