Wonderful! So cool to see this all coming together in our top level handler. Very excited about where this is bringing us, it is going to be diagnostics of the system so much nicer as we continue to leverage these structured errors.

Enables classification and reporting for external errors to azd, i.e., service related errors, tool related errors.
When a command execution fails due to an error, we examine the error returned, extract error details, and attach attributes to the command level span.
This change enables enough granularity of reporting to summarize by external causes. This change does not yet introduce enough granularity that will be needed for more fine-tuned investigation, such as: resource provider for Azure-related operations, and command path for external tool invocations.
