Upgrading DotNetIsolatedNativeHost package to 1.0.3.

This version includes the below changes:

• Handle self-contained application load azure-functions-dotnet-worker#2036
• Make NativeHostIntegration p/invokes blittable azure-functions-dotnet-worker#1989
• Close hostfxr handle, skip creating unnecessary parameters azure-functions-dotnet-worker#1982
