We were using version 1.17.1 before since the E2E tests were having an issue with pulling nuget packages from a new external feed. I found a workaround where we can specify the user nuget.config file level and specify the build to use this, so this PR bumps all Worker.SDK packages to 1.17.2.
This PR also bumps up the samples to use dotnet 8.
