Fix getDeviceTwinResponseWithPropertiesWithMetadataCallsTwinPropertyCallBack ut failure due to intermittent java.lang.NoClassDefFoundError: Could not initialize class sun.util.calendar.ZoneInfoFile. Mocking out ParserUtility where ZoneInfoFile class is used to avoid the issue.
