Unify app insights clusters for various engsys services

Especially for webhook router and check enforcer, two services which have a lot of cross talk and shared operation IDs, it would be easier to be able to query these services from a single app insights/log analytics page, in addition to being able to define dashboards from one backing source.

FYI @hallipr I created this as a specific issue for some of the check enforcer work, but if you want to piggyback on it for the larger work feel free (or I can link this into that one).
