upload draft docker images to Azure docker.io account

As part of the Deis -> Azure migration, we need to put the docker images under Azure's dockerhub organization.

update: made a request to Microsoft's DockerHub account. I'm just waiting on an update to add me as an admin to create the repository and set up CI.

credentials have been added, but the credentials does not have push permissions to docker.io/microsoft/draft. Following up with Microsoft's DockerHub admins to figure out the problem.
