Adds a set of controllers that are responsible for dynamically watching any kind of resource referenced by synthesizers + compositions and replicating their state into a new CRD.
It is technically possible to implement this without the CRD, since the resources are themselves watchable. But the implementation is actually simpler with the internal representation.
This doesn't introduce the related logic needed in the rollout controller to trigger resynthesis when things change - will send a PR for that soon.
