Why I did it

  1. update oom driver for sw-to3200k and 6512-32r
  2. update psu driver for 6512-32r
  3. fix bugs for fan/psu/sfp monitor
  4. modify port index base from 0 to 1
  5. upgrade sfp.py from sonic.sfp to sonic.xcvr
