Goals:

  1. If a URL exists in the content and is not hyperlinked, hyperlink it
  2. If a hyperlink exists, turn it into a permanent link, i.e. perhaps we can use one of these tools http://web.archive.org/save/ or http://timetravel.mementoweb.org
