A wide range of minor bug fixes. The two major improvements are the incorporation of the U_s parameter from the Reid et al. (2014) rotation curve (mean HMSFR source motion towards the GC) in the kinematic distance calculations, and the correction of the GRS peak-finding algorithm for dealing with multiple-summit islands above the detection threshold.

Update to v0.9 testing release. The most significant change has been to point the PostScript output directory to a user-specifiable location via an entry in the local_layout.conf configuration file.

Small updates to which routines are included have occurred, as well as some additional documentation.
