I Googled and searched within GitHub and the BOINC forums and found no discussion of a 'dark theme' for Windows; just problems with dark on other platforms. I tend towards a fairly low-light environment for computing, and swapping to BOINC manager is not dissimilar to turning on a spotlight ('ow, my eyes!').
Back in the DOS-based SETI days, there used to be an option even then to choose some colour themes for the computing display. Most forum and chat software currently have a choice between a light/white base or background and a dark one. Something similar, even if it's just a binary choice, for the Windows BOINC manager would be greatly appreciated by many.

@SFFCorgi, better toolset will require almost complete rewrite of the whole BOINC Manager. Not an option right now. Should be revisited with the other similar tickets about supporting Dark Mode for other platforms
