Android: Allow hysteresis on battery level

Describe the problem
I have a phone where the charger cannot keep up with Boinc's power usage (actually I suspect the connector, hard to replace). It runs Boinc whenever on charge, and I've set it to pause Boinc below 80% charge, so if I unplug the phone and take it out somewhere, I have a fair bit of battery. Boinc is pausing and running every several seconds as it hovers around 80%, which may be slowing things down, and is certainly annoying me on the Boinctasks display seeing them start and stop.

Describe the solution you'd like
Allow me to set two levels. Stop Boinc when battery reaches x%, restart Boinc when battery reaches y%. Then there would be longer periods of stop and start.
