郁 should be prioritized for s2t #868

郁 should be prioritized for s2t instead of 鬱 for the 郁->郁 鬱 pair, otherwise it is causing issues of misconversion for Cantonese because 郁 means move in Cantonese and it is used very often, converting it to 鬱 by default will alter its meaning.
