Mate, why are you asking to include OGL material that the main PCGen team already released?
In fact, the 101_1st_Lvl_Spells appears to be taken directly from their repo. The new material (2nd level stuff) should be submitted to the PCGen team. My repository here is mainly for content that they cannot include.
