TestRunner checkbox: teardown on error

The abort on error checkbox causes the test to immediately bail without running any teardown.

Describe the solution you'd like
I want a new checkbox that specifies that the teardown functions, and only the teardown functions, should run after a test case fails.

Additional context
I'm planning to turn on power supplies during setup, and turn them off during teardown. I want to make sure the power supplies always get turned off.
