Alpha release of Bearsampp

This is an ALPHA RELEASE of bearsampp.
Please report any issues found and test EVERYTHING.
the "basic" version should work properly but of course is limited in its functionality.
I'm supplying this to get more hands testing then just me.
see issues for known issues.
If you know what is causing an error please include that information in the issue

EDIT: Filezilla and svn are currently non-functional.
