Why It's Good For The Game
The CTF hardsuit is just a recolored ERT hardsuit. I dont think we are losing anything here.
The greyscale functionality means it can be recolored for any extra CTF teams, if they get added in the future (I was originally planning to make this a CTF overhaul pr with different maps & classes, but our codebase doesnt support TG's map placer landmarks. Oh well)
After this is merged, I have maybe 4 prs left before modsuits is viable.

add: adds CTF vests, replacing CTF Hardsuits. Same damage reduction & stats.
code: Any item of clothing can now be given an energy shield, not only hardsuits
