Progress bar response improvements

Our progress bad has been neglected for a long time. It either doesn't respond at all,
or not in any meaningful way, e.g. RT hangs with the progress bar at 0% and then shoots
to 100% when it un-hangs. This issue is for getting the progress bar to show progress
of all filters in a meaningful way, especially the time-intensive ones, like high quality
shadows/highlights.
