/ob settings - Collect water isn't overriding bucket usage for visitors

Describe the bug

If /ob settings bucket usage is disabled, but collect water is enabled, it wont override like it should.

Steps to reproduce the behavior

• Turn bucket usage to Owner
• Turn collect water to Visitor
• Visitors cannot collect water

Expected behavior

Visitors should be able to collect water
