Cauldron fills up only to level 1

Expected behavior

Cauldron should fills up to maximum level with snow powder

Observed/Actual behavior

It stuck on level 1

Steps/models to reproduce

Just put water bucket to hopper of ice greenhouse with cauldron and wait
