Save Dialog - Hotkey for tool shelf #231

All other editors have a view menu with a menu entry for the tool shelf, and if existant for the properties sidebar. File browser does not have such a menu. But also here you can toggle the tool shelf with hotkey T.

Question is, shall we pollute the dialog with a menu entry? Shall we even keep the hotkey? It can make sense to hide the tool shelf when you browse for images for example ...

The save dialog has now a view menu. So let's implement this menu item here.
