Usage: BASE64_ENC_DEC (-f/-s) [-d] input [output]

Positional argument:
  -f:            file mode
  -s:            string mode
  input:         input string or file
  output:        output file(string will be written to console)

Optional argument:
  -d:            decode from BASE64
