Allow delegates to publish feeds when not in top 101

According to discussion in https://bitsharestalk.org/index.php?topic=12043 delegates are unable to publish feeds unless they are in the top 101.

Allowing delegates outside the top 101 to publish feeds would have the following benefits:

• Allow the delegates to ensure their feed scripts are working properly before they are voted in and begin producing blocks
• Allow voters to see whether their preferred delegates are publishing feeds
• Increase transaction volume, resulting in additional fee income for BTS holders

This was already added by f4e7b80#diff-3 which made it into 0.4.24.

Just need to verify that the wallet isn't preventing this now.
