Resolves #114
This PR adds a DocFX site for Blazored Modal documentation. I've added a custom theme and done a bit of customisation as the default look of DocFX is ugly as hell!
The site is hosted on Azure Blob Storage and can be viewed at https://blazoredmodaldocs.z33.web.core.windows.net/. It will be available from modal.blazored.com but I need the DNS to update before I can get that working.
