Just copy/paste the lines from the militarybase.txt to your altis.h file right after :

//Air Drop Event Helipad Start { "Land_dp_bigTank_F", { 14328.1, 13488.2, -0.64909101 }, 182, true },

Don`t forget the comma behind the helipad line!
