This PR shall update Bolts source code to properly build. This is necessary for running a final release as discussed in #151.

Changes include:

    * New `api`/`implementation` syntax
    * Gradle updated
    * Target SDK / compile SDK / minimum SDK updated
    * Using AndroidX
    * Fixed invalid package name `bolts` -> `bolts.android`
    * Changes that make travis CI pass with the newest Android SDK manager, tools, and emulator
