Due 2023-11-23

  • Test against PHP 8.3.
    • Test with deprecations visible.
  • Update CI to include PHP 8.3.

Testing: Added PHP8.3 support

Also fixed text which could through deprecation notice due to not having
a properly formed comment in use.

One main deprecation found, for which I've opened #4638 to address to a fuller extent instead of attempting to hastily patch just for this. Tested coverage added in fce7190.
