I went looking for some text on what an agent is supposed to do with admin
record types that it doesn't understand. Near as I can the expected
behavior is just: "ignore" (which is fine).

The processing requirements in Section 6.1 don't make any requirement on how to handle unknown record type codes. I propose text similar to:
If an administrative element receives a record type code which is not able to be processed by the element or a not-well-formed record PDU, the record SHALL be ignored by the element.
The processing of a received administrative record PDU do not affect the fact that the bundle itself was delivered to the administrative element or any related BPA processing (e.g. status reports) of the enveloping bundle.
