Add create UI for roadmaps
add cards for rendering rubrics/roadmaps for the user to edit
add rubric edit component with working redux actions from backend
update RubricEdit component to create new rubrics properly
add iconColor to render in the my roadmaps view

To answer your questions:

1. It would be nice if you could review some code when I push it. I understand that you might have other priorities now, so if you don't have time to work on this project, that's fine.
2. I was waiting for input from @tlambrou, but I know he is very busy as well. I think I will get started on this soon, and plan to have my first commit, at the latest, sometime in December.
