I'm running Ubuntu 16.04 and a GTX 1060 card on my laptop. The issue I'm having is that after I run optirun with any app, the NVIDIA card won't turn off. Also, even if I haven't run any optirun apps since boot, the NVIDIA card turns on after waking from suspend and the only way I can turn it off is by doing a system reboot.
Apparently, the NVIDIA modules are being unloaded correctly, but for some reason I'm unable to turn off the dicrete card. Following is my output from showing the issue:

I've looked all over the place for a solution to this issue, but have so far not been successful in finding one that works for me. If you need any other information please let me know. Thank you in advance for your help!

Just if anyone runs into this same issue, I managed to solve it by switching the powertop tunable for the "Runtime PM for PCI device NVIDIA Corporation Device 1c20" to Bad. Somehow, this didn't allow me to turn off the dicrete card, but now it does.
