Add 'http-client-reqwest' feature toggle

Note that it's clear this naming scheme won't properly scale towards
having an async http client just because it should be
`http-blocking-client-*`.

But fixing that can be done once an actual async implementation is being
created, so for now this is a non-breaking change.
