#### A comprehensive survey to determine how SPOs conduct their activities in support of Cardano’s operational resilience

The Infrastructure Survey 2024 was recently conducted to better understand stake pool operator (SPO) needs and challenges. The Cardano Foundation publicly hosted the survey on its Typeform account from 2 to 8 April, with SPOs invited to participate through the [official SPO notification letter](https://cardanocommunity.typeform.com/cf-delegation/) and the SPO announcement Telegram channel. Additionally, the Foundation conducted targeted interviews with centralized exchanges (CEXs) to gather their valuable feedback and reflect on the significance of their stake weight.

The Foundation intends to conduct the Infrastructure Survey again in subsequent years, ensuring a more comprehensive understanding of how SPOs conduct their activities and contributing to further insights into the Cardano blockchain’s operational resilience.

### Better assessment for better infrastructure

Operational resilience is essential for Cardano's adoption as an institutional-grade infrastructure. It ensures network reliability and security, preventing disruptions to applications built on Cardano while simultaneously fostering trust within the ecosystem. At the core of this resilience, Cardano relies on a proof-of-stake (PoS) system where SPOs validate transactions and create new blocks. These operators run special server nodes that keep the network running 24/7. However, their responsibility goes beyond technical upkeep. In fact, SPOs play a critical role in network security by ensuring uptime and maintaining a geographically distributed network, making Cardano resistant to nefarious actors. As such, this survey reflects not only the Cardano Foundation’s focus on operational resilience but also the key and multifaceted role of SPOs.

Besides being of interest to delegators, developers, the Parameter Committee, and involved engineering teams, the Infrastructure Survey 2024 offers invaluable insights into the operational landscape of the Cardano network. By understanding the setup, capabilities, and challenges SPOs face, stakeholders can identify areas for improvement and optimization within the network infrastructure. This data enables the community to enhance not just the resilience and reliability but, indeed the performance of the Cardano ecosystem, ultimately fostering a more robust and sustainable platform for decentralized finance (DeFi) and applications (DApps).

Additionally, insights gained from such surveys can inform strategic governance and design processes, facilitating the development of targeted solutions to address emerging needs and ensure the long-term viability and success of Cardano as a leading blockchain platform. This knowledge also enables developers, users, and other stakeholders to make informed decisions regarding participation, investment, or general contributions to the ecosystem. Moreover, transparency and visibility into the infrastructure foster trust as well as confidence among community members, encouraging collaboration, innovation, and the continued growth of the community.

### Revealing the survey results

The survey included two resource-related questions and three questions covering infrastructure setup. Upon its conclusion, it collected 141 responses representing 239 stake pools, including four major CEXs. Notably, this rare level of participation accounts for 6.15 billion staked ada, equivalent to 27% of the total active stake. The survey results are shown below, based on the number of pools (blue) and the stake weighting (red).

The survey's findings provide valuable insights to the broader community, especially considering the robust sample size. By presenting these results, the Foundation hopes to further foster transparency and collaboration with stakeholders, optimize knowledge sharing, and create opportunities for robust dialogue. With the inaugural Infrastructure Survey 2024 now closed, the Foundation invites all participants and community members to thoroughly evaluate the insights gathered and reflect on key takeaways.

Recognizing the importance of continuously tracking trends and perspectives, the Cardano Foundation aims to conduct this survey annually. Community input and feedback play a pivotal role in shaping the future trajectory of our efforts, and we thank participants for their ongoing involvement.

Peer-to-peer (P2P) networking is a key contributor to the long-term decentralization, security, and resilience of blockchains, enabling P2P communication, data synchronization, and consensus among participants.

In March 2023, [Dynamic P2P](https://iohk.io/en/blog/posts/2023/03/16/dynamic-p2p-is-coming-to-cardano/) automated the peer selection process. Enabled by the node [v.1.35.6](https://github.com/IntersectMBO/cardano-node/releases/tag/1.35.6) release, it enhanced communication between distributed nodes, simplifying the operation of relay and block-producing nodes, and eliminating the need for static configurations and manual input from stake pool operators (SPOs).

The next (and final) waypoint in the journey toward full P2P node operations is planned to arrive with the upcoming Ouroboros Genesis release. Genesis is scheduled to be deployed as part of the Chang upgrade, targeted for this summer. This will allow nodes to self-bootstrap from the live Cardano network.

### The full P2P transition

Currently, initial network entry requires syncing from a safe, trusted validator – usually a trusted fellow SPO or another entity. Once nodes are synchronized, they operate in a decentralized manner, using [Ouroboros Praos. Ouroboros Genesis](https://iohk.io/en/research/library/papers/ouroboros-praos-an-adaptively-secure-semi-synchronous-proof-of-stake-protocol/) will simplify the process further – when utilizing the P2P capabilities of cardano-node, the process will be entirely autonomous, eliminating the need for human intervention.

The process of moving from the current hybrid model towards full P2P networking is a gradual one, and the transition is already underway. According to [PoolTool](https://pooltool.io/networkhealth), around 65% of SPOs have upgraded to node v.8.7.3 released in December, and 5% have upgraded to [v.8.9.0](https://github.com/IntersectMBO/cardano-node/releases/tag/8.9.0) which has the latest version of P2P. In a joint effort, engineers from IOG and the Cardano Foundation will continue to identify, contact, and inform individual SPOs to ensure that they are running sufficient relays to support P2P, and are communicating with wallets, DApps, exchanges, and other node users to ensure that they upgrade their nodes as necessary.

### Moving towards Ouroboros Genesis: a temporary bootstrap network and ‘Genesis Lite’

When an individual node experiences extended downtime or falls out of synchronization with the network, it must undergo a self-bootstrap process. This also applies to new nodes joining the network. As an interim measure preceding the deployment of Ouroboros Genesis, IOG and EMURGO will offer users a new dedicated bootstrap network – Genesis Lite – consisting of approximately 20 trusted nodes. This trusted bootstrap relay network will scale with demand and will facilitate node bootstrapping from the Cardano Genesis configuration. Newly bootstrapped nodes must follow an up-to-date and trusted node initially, then switch to P2P when close to the current tip. In previous versions, this transition needed to be performed manually by node owners specifying the slot in the topology file.

### Ecosystem upgrades

Timely upgrading by node owners will be crucial for the seamless rollout of full P2P and for maintaining the necessary quality of service for the Cardano network. While migrating toward a full P2P system, all node owners will need to upgrade their nodes to versions that fully support P2P mechanisms. Users should also ensure that their service providers have completed the upgrades. This applies to DApp providers, exchanges, wallet providers, explorers, other tooling, and stake pools.

IOG is now upgrading Daedalus, Lace, Nami, and other tools that it supports to conform with the new P2P tooling. The Adrestia team at the Cardano Foundation is also working on an upgrade for the wallet backend. DB Sync will continue to work without change. IOG and the CF engineering teams along with the SPO community will continue to monitor network performance and quality of service daily and communicate with key stakeholders regularly.

**All SPOs, exchanges, DApp developers, infrastructure providers, and other node users have this week been encouraged to upgrade to the latest node v. 8.9.0 and to run all their relay nodes in P2P mode.** Block producers firewalled behind an SPO’s relay nodes can also use P2P mode on their block-producing nodes with ```useLedgerAfterSlot``` set to -1, or they can continue to communicate with their relay nodes using legacy networking if they prefer. Tool providers also have the option to configure their own custom topology using local roots in their topology file with ```useLedgerAfterSlot``` set to -1 to disable peer discovery.

Cardano was designed with the intent of long-term sustainability in mind. The goal was to build a system that could govern and fund itself without relying on donations. Cardano includes a built-in treasury system that receives revenue via transaction fees and treasury taxes on a regular basis. This is explained in detail in treasuries with Bingsheng Zhang.

### Cardano Improvement Proposal

Cardano Improvement Proposals (CIPs) are a way of formally proposing ideas in an agreed-upon fashion. While they are not binding and are not a need for either treasury or protocol changes, they are an important component of Cardano governance. Someone must propose a setup for others to discuss before a decision can be made.

### Fund your project with Project Catalyst

The present means to access the funds of the treasury system is through Project Catalyst, Cardano's innovation platform. It is considered as a stepping stone to Voltaire and strives to give a safe and exciting setting in which to explore human collaboration's highest potential.

### On-Chain Governance

The final stage of Cardano's initial development roadmap is called the Voltaire era, which is aimed at democratizing decision-making processes within the network. This phase aims to introduce an on-chain decentralized governance system, enabling all ada holders to actively participate in steering the network's future. In this system, ada holders are not just participants but pivotal decision-makers, casting votes on governance proposals. These proposals range from modifying protocol parameters, like transaction fees and block sizes, to strategic decisions about allocating the built-in treasury's funds. This direct voting mechanism allows for a more democratic approach and ensures that the Cardano ecosystem evolves in a way aligned with its community's collective vision and interests.

The proposed framework and architecture for the on-chain governance model are thoroughly outlined in CIP-1694. This CIP includes detailed explanations of the types of governance proposals that can be voted on, as well as the proposal's overall scope and limitations. It's essential to recognize this proposal as a foundational element for on-chain governance, establishing a robust base upon which future governance models can evolve.

In Fund 12, proposal submissions are organized into
streamlined categories and a track-based approach.
Applicants will submit proposals into one of three
categories: Cardano Use cases, Cardano Open, and
Cardano Partners.

### Cardano Use Cases

The total category budget is **₳22,500,000**, divided
equally into three funding tracks. Proposal submissions
should answer one of the following:

What DApp ideas or product concepts need
design and prototyping to demonstrate their
purpose and realize novel applications or use
cases of the Cardano blockchain? Submissions
must be for new product ideas.

#### MVP

**Budget**: ₳7,500,000

How can we support early blockchain startup
projects to reach Cardano testnet or MVP
readiness? Submissions must include a functioning
prototype that can be demonstrated in the
proposal. Submissions must supply a proof of
concept available for reviewers and voters.

#### Product

**Budget**: ₳7,500,000

What products and integrations can be
accelerated to offer more high-impact use cases
at scale to drive more adoption in the Cardano
ecosystem? Submissions must have a working
product in the market with high growth potential.
Submissions for R&D must have the proposed
product already in the market, which can be used
by reviewers and voters today.

### Cardano Open

The total category budget **is ₳16,000,000**, divided
equally into two funding tracks. Technical proposals should be submitted to the Cardano open: developers track. Non-technical proposals should be submitted to the Cardano open: ecosystem track.

What open source tooling is needed to enable the
Cardano developer ecosystem to thrive? The focus
should be on supporting open-source
development efforts.

grant funding proposals to ignite partnerships and
adoption for Cardano with leaders of industry

#### ₳500k-₳2m proposals

Cardano adoption will explode once more real
world and commercial enterprise partnerships are
born! For blue chip collaborations, venture
acceleration, and primetime marketing for
Cardano mainstream adoption. A Catalyst sub-
committee comprised of Intersect and founding
entities will review and shortlist the highest
potential proposals for the community vote.
Submission deadline is extended until June 6,
2024 to allow for partnership forming and getting
organized
