Summary:

Fixes #302

Changes Made:

  • Add a tool tip to the Hidden Users mat-card to display the text Users that have no issues/PRs pertaining to the current filter

Add tool tip for hidden users

Currently, there is no tool tip for the Hidden Users mat-card.
It is not immediately obvious what the column is referring to.

Let's add a tool tip to make it more explanatory.
