I was an issue with pystan on a fresh install. Apparently PyStan 3 was released on March 26, 2021. New installs using pystan will not work as the latest version makes numerous backwards-incompatible changes. The hbayesdm requirements must be changed to a compatible version of pystan or the code must be updated to make it compatible with the new version.
