Release version 2024.1.1 of otbench

• updated evaluation metrics, specifically r2_score to follow coefficient of determination
• updated expiraments.json to track these new scores
• small README improvements
• improved test completion speed

Future improvements:

• add a new usna_cn2_full dataset with all available data across all sources, and without interpolation
• improve repository with discussions and templates for contributing and issues
• Add a copy of the pre print once submitted to arXiv
