Because of sequential ADR numbering, this PR depends on
If for some reason this PR is merged before #440 or should #440 be rejected, the numbering of the ADR in this PR will need to be changed.
There might also be a minor merge conflict with #440 since both that PR and this one modify the
docs/adr/index.mdfile. Maybe git diff can handle it though.
