Clarify derivative works license in README.md: All derivative work will be owned by CMU #321

The title 'Openpose' is misleading. It suggest an open source license such as MIT, Apache or GPL.

However, the license as documented in LICENSE imposes that every derivative work is owned by CMU and then relicensed under the same license to the author of the derivative work:
See the DERIVATIVE section.

I move to clearly inform a potential collaborator about this part of the license.

The README is meant to be as small as possible. OpenPose is open source if you intend to keep the same license. The LICENSE document clearly specifies all the details, and the README already clarifies what you need to do if you want a commercial license, so this is unnecessary. Thanks
