Update the values for V2+, V3+ and V5+ in the 'length_neutron' save frame #395

Closes #383.

I chose to use the more precise value of V since it matches the one provided in Table 4.4.4.1 of ITC Vol. C (2004). There, the value is given as -0.3824(12).
