This PR adds lower limits to stol and scat data items as discusses in COMCIFS/Electron_Density_Dictionary#12 (comment).
It did not add a new changelog message since these changes fall under the umbrella of earlier changes that have already been described (addition of the
ATOM_SCAT_VERSUS_STOLcategory).
