I just released:
MetaCPAN thinks that Test::Is 20140823 is more recent than 20140823.1. https://metacpan.org/release/DOLMEN/Test-Is-20140823.1
This may not be an issue in the API, but just on the website as the list box with version seems correctly ordered.

Releases can be indexed fairly quickly, but i think it can take up to an hour for a release to be marked as latest.
