Test and see if its possible to get ncmirtools to work on a windows machine. As part of this figure out how to easily install pip

mpidir.py and projectdir.py probably wont work since mounting the filesystem may not be possible anymore on windows, the other tools appear to work on windows. Installing python 2.7 or later is bundled with pip on windows. Working version is under chrisdev in this commit: 96040b7
