Florida non-resident cases to be held stale

Hello all,

Further to the announcement that Florida will be changing to once weekly reporting (h/t @stucka #4191), the new Florida reports do not include non-resident cases while the previous reporting on their dashboard did. Such that these cases are not lost, we will be holding the most recently reported total number of non-resident cases (43,535) stale, distributed to their initial reporting counties.
