Installer: Directory Permission Checks - Multiple Issues

1. "Please insure the directory permissions below are correct before proceeding. During the install, these directories need to be owned by the Apache user, either apache or wwwrun depending on your Operating System." The use of Apache user needs to be generic, like Web Server user.
2. This page needs an explanation of why switching the permissions is needed, how to do this and what will happen if you do not do it and how to do it outside the installer.
